_todo: car system is so wack


the current car spawning system just selects a random spawn point from a shuffled list. but with this I knew I couldn't implement cars breaking down when hitting a pothole so i didnt implement that feature yet, but i'll do once i rework the spawn system.

the new car spawning system will be like this:
for each spawn point, it will keep track of the potholes spawned in that lane. if its below a certain threshold, i can spawn cars there, but if not then ill just continue picking.
